| 摘 要： | 现代大学制度的重要特征是实现了大学管理诸多要素的相对稳定与动态平衡，这种平衡状态可以从机制、内容、形式和结果等方面加以描述，具体体现在制度安排与大学本质的匹配性，并最终体现一种“自由与秩序”的相融，制度内容上越来越趋向于关注多元利益主体的权力均衡关系，制度形式上实现了大学章程与大学治理程序的协商一致，制度结果上实现大学功能绩效的充分发挥。“问题导向”是我国建立和完善现代大学制度应坚持的政策范式，通过对我国大学制度的失衡状态分析，以解决高等教育制度层面存在的深层次问题，积极推进现代大学制度建设。

| Abstract: | The most important feature of modern university institution is its dynamic balance and relative stability of the elements in university management, which can be described in terms of mechanism, content, form and result. They are reflected in the consistence of its mechanism with the nature of the university, which is ultimately expressed as the accordance of ＂freedom and order＂ , in its greater concern about the power bal- ance of the multi-stakeholders, in the consensus of its statutes with the procedures of university governance, and in the full performance of its functions. The ＂problem-oriented＂ mechanism is the paradigm of the policy for establishing and Consummating the modern university institution as it resolves the deep-seated problems in the high education system and promotes the establishment of the modem university institution by analyzing the imbalance of the current institution. |
