| 摘 要： | 产业结构是决定经济增长方式的重要因素，也是体现国民经济整体素质的重要标志。本文客观分析了青海产业结构存在的问题，针对问题确立了青海产业结构调整的基础，即充分利用青海自然资源，以市场需求为导向，并提出了青海当前优化产业结构的四项政策措施，一是制定青海产业发展政策，确保主导产业优先发展；二是科学确定行业规模结构，获得最佳规模效益；三是依靠科技进步，优化产业结构；四是实行倾斜政策，形成不断优化产业结构的保障制度。

| Abstract: | Industrial structure is the important factor deciding the growth pattern of economy.And it is an important sign embodying the quality as a whole of national economy.The article analyses objectively the problems existing in industrial structure of Qinghai and establish the foundation of industrial structure adjustment of Qinghai.That is to make good use of natural resource of Qinghai and consider the market requirement as guide.Meanwhile,there are four measures making industrial structure equitable at present.First,carry out policy of industrial development of Qinghai to ensure main industury developint.Second,determine the structure of trade scale to get the best scale benifit.Third,depend on the improvement of science and technology to make industrial structure suitable.Fourth,carry on preferential policy to form secure system of high disposition of industurial structure. |
