| 摘 要： | 国家治理在不同的语境下内涵不同,实践理念和路径选择也有很大差异。在统治语境下,国家治理侧重于阶级专政,治理主体是政府机构,治理客体是阶级对立者,执政理念在于对敌对阶级的控制,其路径是阶级动员和阶级斗争。在管理语境下,国家治理侧重于经济建设,治理主体是政府机构,治理的客体是社会资源,执政理念在于资源配置最优化、实现效率最大,其路径是依法治国与以德治国相结合。在治理语境下,国家治理侧重于社会的全面建设,治理主体不仅是政府机构,还包括非政府组织及个人,治理客体是各种社会关系,执政理念是在国家的顶层设计、统筹规划之下共同协商、全民参与,其路径是法治化。

| Abstract: | The connotation of national governance is different in different context ,the practical idea and route choice are also different .In the context of rule ,national governance focuses on the class dictatorship , the governance body is the government agency ,management object is the class antagonisms ,governing idea lies in the control of the enemy classes ,and the path is class mobilization and class struggle .In the context of management ,national governance focuses on economic construction ,the governance body is the government agency ,the object of governance is the social resources ,governing idea lies in the resource optimal allocation and realizing the maximum efficiency and its path is the rule of law combined with managing state affairs by ethics .In the context of governance ,national governance focuses on the comprehensive construction of socie-ty ,the governance body includes not only the government agencies but also non-governmental organizations and individuals ,management object is all sorts of human relations in society ,governing idea is common con-sultation and public participation under the country＇s top design and overall planning ,the path is rule of law . |
