| 摘 要： | 计算机技术的发展，对传统的信息资源建设是一种挑战也是一种机遇。完成整个工程的功用性开发需要寻找有利的理论依据，系统论正是利用部分之和大于整体的真理来最大限度的挖掘事物的真正深度。广州市番禺区城市信息资源共建共享以系统论指导整个城市的信息化建设，为构建城市信息资源共享系统模式提供参考。

| Abstract: | The development of the computer technology has brought out a challenge as well as an opportunity to the traditional information resource construction. Well-grounded theoretical basis is necessary in order to complete the functional exploitation of the whole project. System theory is just to use the rule that the partial sum is bigger than the whole to explore the real depths of a matter. The mutual construction and benefit of civil information recourse is guided by system theory in order to lead the whole city＇s information construction. It will provide reference and sample for the construction of mutual benefit system of civil informationization recourse. |
