| 摘 要： | 本文首次通过全国性问卷调查的资料分析了中国民办非企业单位的现状、特质与价值。调查发现，中国的民办非企业单位已经从急剧增长期过渡到相对停滞期，正处于发展的十字路口，民办非企业单位的发展受政策因素、人为因素的影响较大。调查还发现，民办非企业单位在就业与经济方面的贡献要远远大于社团，特别是在解决就业方面具有巨大的潜力。中国的民办非企业单位具有自主性较强、而公共性较弱的特点。民办非企业单位的强自主性改变了中国民间组织“准政府”的特征，但民办非企业单位的弱公共性却不利于有序、和谐的公民社会的形成，而这需要政府、民办非企业单位与社会长期、共同的努力。

| Abstract: | This article analyses the situation,characteristic and role of those PNEOs through the data of the national questionnaires.According to the survey,these PNEOs are experiencing a transformation period after from rapid increas- ing to relative suspending.The development of PNEOs is highly effected by the policy and artificial factors.It is found that the PNEOs have much more contribution than social associations to employment and economy,especial in employ- ment.Chinese PNEOs have more strong autonomy and weak publicness characters.The strong autonomy of PNEOs has changed their image of the secondary government,but the weak publicness is a disadvantage of shaping a harmony,or- dered civil society.It needs the long term co-working of government,PNOES and publics. |
