| 摘 要： | 随着社会经济、政治的发展,政府改革的不断深入,政府绩效评估在公共行政管理领域备受关注。科学发展观是全面、协调、可持续的发展观,与政府绩效评估是内在统一的。文章从科学发展观的要求出发,正确分析当前政府绩效评估中存在的问题,提出树立以民为本的绩效评估导向；建立符合实际的绩效评估指标体系；推进政府绩效评估法制化；建立多元化评估主体与多重绩效评估体制；开发科学评估方法；完善政府绩效评估信息系统等几个方面构建完善科学的政府绩效评估机制。
