| 摘 要： | 城市流浪乞讨人员是社会中的弱势群体,自2003年颁布《城市生活无着的流浪乞讨人员救助管理办法》后,流浪乞讨人员的治理就从过去的收容遣送转变为现在的救助管理,救助工作也得以进一步发展,但从目前救助实践来看,仍然存在一些问题亟待解决。对在流浪乞讨人员管理中存在的问题做了分析并提出相应的对策。
