| 摘 要： | 南京政府时期,以何键为首的湖南新军阀当局为加强县级地方应付农村革命的实力,并配合正规军队的＂清乡＂,建立起一套完备的地方团防体系,并逐步实现准正规化。在湖南的＂清乡＂体系中,由县政府领导的团防武装负责行使区域联防和清查户口、办理联结的清乡善后工作。湖南团防的基本功能,除表现为在正规军队＂清乡＂期间,承担辅助作战任务外,还是决定区域联防效果和推行清查户口的关键。在＂清乡＂过程中形成并伴随其始终的团防制度,一方面是湖南新军阀当局倚重的＂清乡＂体系的关键基础环节,另方面却又是妨害新军阀当局长远政治效果、制造新的社会危机的无法遏止的源泉。

| Abstract: | During the period of Nanjing Government(1927—1929),Hunan new warlord authorities,led by He Jian,established a set of complete local civil corps system.Led by the county government,the local civil corps,cooperating with the Guomingdang regular army,was responsible for clearing up the rural revolutionary strength.They also took charge of the work including defense of areas,checking on residents,dealing with the post event.On one hand,the local civil corps was the fundamental forces the new Hunan warlord authorities relied on;on the other hand,the local civil corps sometimes prevented new warlord authorities’ long-term political effect,and became a source of creating new social crisis. |
