摘    要:科学技术处是大学校级科研管理组织,传统官僚组织理论对其组织结构设计及运行机制产生了深远影响,照章办事、机械僵化的传统官僚制度已严重制约了科学技术处的创新活力.在此,基于无边界组织理论,关注组织资源的整合和组织边界适当的渗透性.分析了科学技术处组织边界对资源整合以及创新能力的制约.重新构建南行政服务中心和科研发展团队两大部门组成的,能有效整合组织内外资源、激发新的科研增长点的高校校级科技管理组织.

Abstract:Science and technology division is the scientific research management organization in universities,and the traditional bureaucratic organization theory has profound impact on its organizational structure design and operatingmechanism,which seriously hampers its innovation.Based on the borderless organization theory,it concerns the integrafion of organizational resources and the permeability of organizational boundaries,and analyzes the organizational boundaries'constraints on the integration of resources and the innovative capacity.At the end.it puts forward the new design for the scientific research management organizations in universities,composed of two departments including the administrative service center and the scientific research and development team,which Call integrate efficiently internal and external resources and stimulate new growth point in the scientific research.
