| 摘 要： | 当代西方国家基于重新厘定政府与社会、政府与市场关系的考虑，从政府职能范围与实现方式、政府间关系及政府内部结构、行政管理方式等方面对传统行政模式进行了重大的改革。其在政府职能实现方式的市场化、政府结构扁平化、改革的法律保障等方面对我国行政改革有着重要的借鉴意义。

| Abstract: | In the present age, in order to readjust relationship between government and society, government and market, the western countries have carried out significant reformations on traditional pattern of administration. These reformations involve the rang and realizing way of government function, relation among governments, inner structure of government, administration mode, etc. These reformations have important significance of reference for China in some aspects, such as marketing the realizing way of government function, simplifying the government structure and guaranteeing the reformation with law. |
