| 摘 要： | 在延安时期，毛泽东等人对反腐败进行了卓有成效的探索和实践。理论上，提出了“共产党员在政府工作中应是廉洁奉公的模范”“厉行节约、反对贪污浪费”“用民主制度保证廉政”等观点和思想；实践上，毛泽东领导发动了整风运动，纯洁了党的思想；制度建设上，形成了以“普选制”“三三制”“精兵简政”等为代表的一整套比较完备的反腐民主制度。
