| 摘 要： | 我国跨系统区域信息资源共享除了东部少数发达地区开展较好外,其他地区进程缓慢,或者尚未开展,这与经济和社会发展的需求极不相称。阻碍我国区域信息资源共享的因素多种多样,本文对主要的共享障碍:管理体制条块分割、资金短缺、资源重复浪费严重、标准化进程缓慢、利益平衡机制缺失、服务差强人意、法律保障不完善等进行分析,目的是为制定我国区域信息资源共享的发展方略、充分开发利用区域信息资源、提升区域竞争力确立基础。
