| 摘 要： | 当前国有林场的改革与发展存在许多深层次的矛盾,面临着经营方式的转变、经营资金严重不足、林产品销售难、森林权属纠纷和内部管理机制不健全等问题;必须全面实施林业的分类经营,拓宽资金渠道、完善投资机制,调整林产品生产结构、规范市场建设,进一步加强资源林政管理和内部人事、机构的改革,为国有林场经济健康、持续发展创造条件。

| Abstract: | There exist a lot of problems in the reform and development of state-owned forest farms-change in operation mode, serious shortage of funds, poor sales of forestry products, disputes about the ownership of forests and poor management. In order to create favourable conditions for the sound and sustainable development of state-owned forest farms, we should do as follows: carry out forestry classified operation in an all-round way; broaden financial channels and perfect the investment mechanism; adjust the structure of forestry products and standardize market construction; and further tighten up the management of forest resources and deepen the reform of personnel and organizational structure. |
