| 摘 要： | 从企业生命周期角度出发,实证研究我国政府补助对生命周期不同阶段的企业研发投入的影响。研究结果表明,我国对初创期的企业政府补助力度不足,对成熟期和衰退期企业补助过多。政府补助与初创期企业研发投入强度呈线性正相关关系,与成长期企业RD投入强度存在"倒U型"曲线关系,对于成熟期的企业来说,没有证据表明政府补助强度的升高会对成熟期企业研发投入有促进或者抑制作用。政府补助对衰退期企业的研发活动有一定的激励效果。因此,建议政府应当继续增加RD投入,加大基础研究和应用研究力度,引入市场竞争和淘汰机制,倒逼国有企业加大研发力度,根据不同生命周期的企业的不同经营特点,有针对性和导向性地对企业进行补助。

The Effect of Government Subsidies on the R & D Investment of Enterprises Which Are in Different Life-Cycles Stages |

| Abstract: | This paper has investigated in the effect of government subsidies on the R&D investment of enterprises which are in different life cycles stages empirically and. The result indicates that the listed enterprise's conscious-ness of innovation is getting stronger and stronger. The start-up countries isn't getting enough government subsi-dies, however enterprises in the maturity and recession period are getting too much of government subsidies. For start-up companies, the government subsidies and enterprise R&D investment are positively correlated. For gro-wing-period enterprises, the government subsidies and enterprise R&D investment are inverted U-curve related. For an enterprise in the maturity period, there is no evidence that the strength of government subsidies can promote or inhibit the R&D investment of the enterprise. For an enterprise in the recession period, the square of govern-ment subsidies have some incentive effect on the enterprise's R&D investment. We put forward the following sug-gestions for the government: Attach more importance on basic research and applied research. Strengthen the intel-lectual property protecting system, introduce market competition and force the state-owned enterprises to increase R&D investment. Considering the different characteristics of different enterprises, subsidize them with different forms. |
