| 摘 要： | 区域科技创新政策对我国建设创新型国家具有重要战略意义,而区域科技创新政策对企业创新绩效的影响效率问题亟需关注与研究。21世纪是复杂科学的世纪,科技创新政策的运行系统也是极为复杂的。因此,以复杂适应系统的刺激反应机理为指导,运用随机前沿分析方法分析了北京市创新政策对中关村区域企业创新绩效的影响效率。研究结果表明政策效率仍有很大的进步空间,单一政策工具的运用具有差异性及时效性,而政策工具的组合运用会呈现较高的效率,且不同产业间的政策效率也存在各自的特征,最后总结了研究启示与未来展望。

Research on Efficiency of China's Regional Science and Technology Innovation Policy on Enterprise Innovation Performance |

| Abstract: | Regional science and technology innovation policy has important strategic significance with respect to the promotion of an innovation orientation in our country, and the efficiency of policy on enterprise innovation performance urgently requires research attention. In the 21st century with the complexity characteristics, the opera-tion system of the science and technology innovation policy is extremely complex. So with the stimulus response mechanism of complex adaptive systems theory as guidance, we research the policy efficiency on Zhongguancun Science Park's enterprises with SFA. The finding shows that there are still great progress spaces on policy efficien-cy and the use of single policy tool have difference and timelessness, while there will be higher efficiency with the combination of policy tools. We also find that policy efficiency have respective characteristics between diffe-rent industries. Finally, we summarise the enlightenments on the study and research prospect. |
