| 摘 要： | 和平崛起是中国的一项战略选择。不同于历史上大国依靠硬实力、尤其是军事实力的扩张崛起之路中国要走一条和平崛起之路,就必须努力提升自己的软实力。提升软实力的策略是多种多样的。在信息社会里,信息的充裕也造成了关注的贫乏和信任的缺失。非官方性、非赢利性和专业性的特点塑造了第二轨道的权威,利用第二轨道提升中国的软实力是一个策略选择。

| Abstract: | Peaceful rise is a strategic choice of China, unlike those big powers in history rising by way of depending on hard strength, especially the expansion of military force. If we choose the peaceful rise, we must work hard to promote our own soft strength. There're various strategies for the promotion. In information society, the abundance of information also results in the lack of attention and trust. That unofficial, unprofitable and professional characteristics build the authority of the second track is a strategic choice. |
