| 摘 要： | 服务是现代行政管理和行政法的一种人文精神，是在公民本位、社会本位理念指导下，以为公民服务为宗旨并承担着服务责任的一种精神。这种精神体现的公共、平等、合作与参与、信任与沟通、奉献和利民意识，与为人民服务理论是相通的。这种精神是建设法治政府所必须的。

| Abstract: | Service is a humanistic spirit of the modern administration and administrative law, it is under the guidance of the civil - based, social - based philosophy, holding the purpose of civil service and assuming responsibility for the services. Public, equality, cooperation and participation, trust and communication, sense of dedication and benefiting the people are embodied in this spirit, and all these are interlinked with the service theory. This spirit is necessary in building the rule of law for the Government. |
