| 摘 要： | 太平天国革命爆发以后，清代地方官僚体制发生了重大变化，旧的官僚体制逐渐被新的制度因素所替代。从咸丰朝初年至宣统年间，在原有地方正式职官体制之外，各省逐步形成了以督抚个人为中心的新生地方官僚体系，造成地方政府的机构组成与人事管理制度皆发生体制变革。这一地方官僚体系担当起了主管地方新政事务的责任，代行了近代地方政府的诸多职能，同时也为民国初年各省自治运动与地方军阀的兴起提供了制度基础。

| Abstract: | Since the Taiping Rebellion, the local bureaucracy institution had a great transformation in the late Qing Dynasty. From the early Xianfeng Period to the Xuantong Period, a new local bureaucracy system which was controlled by the provincial governors gradually came into being in many provinces, which caused the institutional changes in the organizational and personnel structures of the local governments. It was a collateral system taking the responsibility for the new administration and functioning mostly as the early modern local governments, which provided the institutional foundation for the provincial autonomy and the emergence of local warlords in the early period of the Republic of China. |
