| Abstract: | This article was based on the real circumstances of the ordinary university libraries,with reliable database and abundant arguments.It expounded the double functions of the science management and evalution of teaching level by performing the＂National Standard＂（ISO9001）;and it refered to the practical routes and the properities of the librarues scientific management in order to further access and discuss for experts. |
