| 摘 要： | 进一步加快推进新疆跨越式发展和长治久安这一系统战略工程的实施，必须坚持以党的十八大精神为指导，坚持不懈地加快推进跨越式发展，不断夯实长治久安的物质基础。坚持促进长治久安不松懈，健全打防结合的制度措施，加强联防协调机制建设，切实提高群众的安全感，为跨越式发展提供良好的大环境。坚持标本兼治、预防为主的原则，不断增强维稳的主动性和针对性；坚持以信访为契机，扎实做好社会管理创新的各项基础工作。坚定不移地加强党的建设和基层基础工作，不断提升执政能力，坚持提高领导干部的战略思维能力，不断提升完成两大历史任务的执政本领。
