| 摘 要： | 不平衡是经济社会发展的基本形态，具有普遍性，它存在于任何社会和经济社会发展的任何方面、任何领域和任何发展阶段。以涪陵工业发展战略作实证分析，说明按工业行业制定与实施不平衡增长战略，可以使资源倾斜配置而实现产业结构的优化与升级，从而达到经济高速增长和效益最大化的目的。

| Abstract: | Unbalance is a basic formation, penetrating any aspect, field and stage of social- economic development. To make a positive analysis of the strategies of Fuling Industrial growth is to show that the category of the industries and the strategic implement of unbalance make it possible to have resources supplied according to the importance of an industry for the purpose of escalation and rationalization of the industrial structure, as well as for the purpose of rapid growth and maximate economic effect. |
