| 摘 要： | 通过介绍洪泽湖的成湖历史，洪泽湖在淮河水系中所起的作用和存在问题，指出河湖分家让淮河独流入海是治理淮河下游的关键，提出从盱眙附近至洪泽蒋坝镇开挖淮河水道等设想．该设想基本上实现了河湖分家，实现了淮河独流入海．淮河入海水道的工程量与二河口入海水道相差不多，因而设想是可行的．

The Separation of the Huaihe River and the Hongze Lake Governs the Huaihe River Downriver as an Effective Planning |

| Abstract: | This paper accounts the history of the Hongze Lake, the role and the problems that the Hongze Lake merges into the Huaihe River System. The division of rivers and lakes is considered as a key solution to the Huaihe River Downriver which follows seawise. The planning is feasible when the project of the Huaihe River Downriver is similar to the sea mouths of the two rivers in the amount of the project dish. |
