| 摘 要： | 自1999年确定实施高等教育大众化的政策目标以来,我国高等学校招生规模和在校生规模连续几年保持上升趋势,高等教育系统的数量、质量和资源状况发生了很大的变化。高等教育面临投入不足、发展模式单一和质量下降的困境。我国高等教育大众化的出路是:建构分层次、分类型的多样化高等教育体系;关注高等教育质量,建立健全的质量保障体系;大众教育与精英教育并举。
