我国高校教学质量管理中的僭越

摘    要:高等教育质量保障的重心是建立完善的高校内部教育质量保障机制,并保证其高效运行。在我国高校内部教学质量管理中,存在“该管的没管好,不该管的管太多”的情况,既有失责,更有僭越,后者主要表现在学校教学工作规范、教学过程检查、课程考核等教学工作管理环节。高校教学质量管理中的僭越可能抑制教学单位和教师的创造性,造成教学质量管理的异化。高校教学质量管理的原则是遵循质量管理一般原则,遵循高等教育一般规律。在教学质量管理实践中,培养目标和学生学习结果是高校教学质量管理的主要依据,对教师的教学过程进行质量管理主要是基于可靠研究基础去倡导和引导有效教学,而不是去“规范”教师的教学行为。

Abstract:The focus of quality assurance of higher education is to establish the appropriate and efficient internal education quality assurance mechanism.In the management of teaching quality in Chinese universities,there are cases of"the management is not good,and the management is too much",which are irresponsible and illegal.The overstepping can be mainly found in the management of teaching standardization,teaching process inspection,and course evaluation.It may suppress the creativity of teaching units and teachers,resulting in the alienation of teaching quality management.The principle of teaching quality management in higher education institutions is to follow the general principles of quality management and general laws of higher education.In practice,the training objectives and students learning outcome are the main bases of the teaching quality management in higher education institutions.The quality management of teaching processes for teachers is mainly based on the foundations of reliable research to advocate and guide effective teaching,not to standardize the teaching behavior.
