| 摘 要： | 新中国建立50多年来,煤矿矿难呈现出三个高发期:建国之初的国民经济恢复时期、"大跃进"运动时期、计划经济体制向社会主义市场经济体制转型时期.党和国家从人民利益出发,采取了一系列对策,严防煤矿事故的发生.总结建国50多年来煤矿矿难的惨痛教训,以史为鉴,指导未来,探讨应对煤矿矿难的预警机制和有效对策,对于落实科学发展观,以人为本,建设和谐社会有着深远的意义.

| Abstract: | There have been three peaks of coal mine calamities since the founding of new China, namely, at the period of economic recovery, the great leap forward, and transition from the planned economic system to market economic system. For the sake of the people, the Party and government has taken a series of countermeasures to prevent the calamities. In addition, history serves as the lesson of enlightenment to establish the scientific mechanisms of early warning and effective countermeasures. And it is meaningful for the harmony of society. |
