| 摘 要： | 权力是国际政治的永恒话题，权力的内容与形式随着国际政治和文化环境的变迁在不断地发生变化。全球化时代的权力变迁表现为权力的分散化、无形化和权力转换难度的增大。权力的分散化和无形化改变了以处理国际关系为己任的外交的方式和内容，为公共外交这种新的外交方式的兴起和发展提供了条件和理论支撑。

| Abstract: | Power is the eternal topic of international politics.The content and form of power is changing continually along with the transition of international political and cultural situation.Power transition in globalization era shows in three facets: decentralization,dematerialisation and the difficulty in power switch.They have changed the form and content of diplomacy and supported the rising and development of public diplomacy. |
