| 摘 要： | 本文结合科技机构的转制实践提出了在社会保险衔接方面的政策缺陷、政策空缺和社会保险费用补缴者缺位三个问题及其相互关系，然后对完全理想化解决方式和延迟解决方式分析后，从政策制定和执行的角度提出并分析资产转移支付的方式及相关政策建议。

| Abstract: | As far as the connection of social insurance is concerned, the main problems which scientific research institutes face could be summarized into three aspects, the deficiency of the existing policy, the absence of relevant policy, and no undertaker of social insurance fees. By the analysis of an absolute ideal solution and a postponed solution to above-mentioned problems, we provide a solution of assets against debts and some suggestion on relevant policy. |
