| 摘 要： | 正确处理好执政党与国家政权的关系，是加强党的执政能力建设的重大课题。必须按照科学执政、民主执政、依法执政的要求，从科学性、民主性、法治性三个方面着手，科学界定职责权限，彰显民主政治理念，完善法律制度机制，进一步理顺党委与人大、政府、政协以及人民团体的关系，形成党委统一领导、党政职能分开的科学化、规范化、制度化的执政机制。

| Abstract: | It is a crucial topic to deal with the relationship between Party and Power. Our Party must execute the power more scientifically and democratically on the basis of laws. A scientific and standardized system of execution of power cannot be indispensable with a scientifically defined power spheres , the concept of democracy and a scientific law system. |
