| 摘 要： | 近年来，非政府组织不断发展，其在各领域的影响、作用也不断加强，尤其是在全球治理中的作用更是不可低估。从对“全球治理”的界定来分析，新的全球治理体制必须吸纳新的角色。这种新的全球治理体制不仅应当有当地的、一国的、跨国的和全球的组织结构参与，而且还应当有非国家、非政府的各种行为体参与。这种参与已不仅仅是一种选择，而是一种必需。非政府组织正在成为全球化时代处理全球问题、进行全球治理的关键力量。

| Abstract: | Non-governmental organizations (NGOS) are developing fast recently and functioning much more than before in every international aspect, especially in the area of global governance. This essay is to probe the reason why the global governance needs the participation of NGOs, by way of redefining the concept of global governance and analyzing of the shortcomings of other institutes involved in global governance. |
