| 摘 要： | 民国时期的北京政府和南京国民政府都继承了清末的土地开垦政策。与此同时,一些社会名流也主张土地开垦。促使这些政策和主张出台的社会因素主要有：战争、灾荒以及人口增长。在这种政策和主张的推动下,我国边疆地区的土地被大量开垦,并产生了深远的影响。深入研究民国时期土地开垦政策出台的过程,对于今天开发和建设边疆有着重要的借鉴意义。

| Abstract: | Beijing government and Nanjing national government have inherited the land reclamation policy in the late Qing dynasty during the period of the republic.Meanwhile,some celebrities have also advocated land reclamation.The social factors which prompt these policies to be announced in public include： war,famine and population growth.Under the promotion of these policies,the large land in our border areas were reclaimed,as produced far-reaching effects.Deep study how the land reclamation policy appeared on the stage？ during the period of the republic will have a great importance for us to use for reference today on border areas development and construction. |
