| Abstract: | Diversification of social economy is the social basis to the diversification of higher education, also the precondition and starting point for the reform and development of China's higher education in consideration. We should set up practical policies and rules to encourage and ensure the diversified development of higher education as well as to establish a higher education system that embraces various school runners, ways, types and layers for school running. |
