| 摘 要： | 民族地区现行社会保障制度尚不健全、整体水平低、管理不规范、立法滞后，与全面建设小康社会的发展需求不相适应．进一步完善，应建立城乡居民最低生活保障线，与培育资本市场联系起来设计，推动社保走向社会化和市场化，构建社会统筹与个人账户的新型关系，改变社保经费的筹资模式，个人账户资金由民间运营，减少对社保基金管理公司的投资限制，加大对特困职工困难补助力度，坚持农村、城市全面推进，依法推进社保事业的发展，为民族地区推进城市化进程奠定基础
