| 摘 要： | 高等教育的改革发展是一个摸索前行的过程,回顾中国的高等教育体制改革,中华人民共和国成立初期的院系调整和90年代的高等教育改革是极具影响力和代表性的。90年代的改革可以视作是对于50年代初期改革的一次大规模的纠错,也是高等教育发展到一定阶段的必然结果,其影响也延续到了当今高校的“双一流”建设当中。改革中我国高校的社会服务功能增强,人才培养回归理性;单科性综合性辩证前行,一流高校发展受到阻滞;政府主导权增强,高校多元化、自主化发展受限。从改革的过程中可以找到学科发展突出地方优势和行业特色、教育质量注重师资建设与人才培养、管理体制发挥集中控制力和自主灵活性等相关启示,为中国高校的“双一流”建设之路提供历史依据。

| Abstract: | The reform and development of higher education is a process of groping forward since the founding of the People’s Republic of China.The reform in the 1990s can be regarded as a large-scale correction of the reform in the early 1950s,as well as the inevitable result of the development of higher education to a certain stage.Its influence also continues to the"double first-class"construction of today’s colleges and universities.In the process of reform,the social service function of colleges and universities in our country has been strengthened,and talent cultivation has returned to rationality;the development of first-class colleges and universities has been hindered by the dialectical development of a single subject;the dominant power of the national government has been strengthened,and the diversified and independent development of colleges and universities has been limited.In the process of reform,we can find some enlightenment,such as highlighting local advantages and industry characteristics in discipline development,focusing on teachers’team construction and personnel training in education quality,exerting centralized control and independent flexibility in management system,etc.,which can provide historical basis for the"double first-class"construction of colleges and universities in China,especially the local ordinary colleges and universities. |
