| Abstract: | After analyzing the outer environment and the intrinsic limitation of provincial universities,this paper assumes that the scientific outlook on development should be comprehended in a particular view. The paper therefore puts forward four measures to achieve a scientific development of provincial universities: to grasp every chance to make striding development,to strengthen the construction of teaching staff,to fully utilize teaching resources,and to regulate teaching as to improve its quality. |
