| 摘 要： | 英国公布的首份年度创新报告反映出英国在建设创新国家战略的实施过程中已初步确立了国家创新表现的测度体系.年度创新报告的公布可以看成是英国政府在国家层面上对创新战略管理的"创新".本文通过对英国年度创新报告的分析,探讨了英国创新测度体系的形成、内容和测度指标的相关情况并结合我国建设创新型国家战略实施过程的实际情况,就开展创新型国家建设进程监测与评价,建立我国创新测度体系并开展标准的创新普查活动提出了相关建议.
