| 摘 要： | "以钱养事"机制的内涵包括市场订单、农民签单、部门审单及政府埋单。其理论基础主要是市场理论、政府采购理论及公共物品理论。认为:"以钱养事"机制可以促进政府转型,建设服务型政府;降低成本、提升资源利用率;激发农村体育公共服务人员的积极性。提出:应因时、因地、科学地对农村体育公共服务项目进行立项;实行精细化管理;建立科学的考评机制,实行绩效管理。

| Abstract: | The mechanism of "to keep thing with money" includes market orders,farmer signing orders,government departments examining and paying bills(orders).Based on market theory,theory of government procurement and public goods theory,the study shows that the mechanism promotes the transformation of the government and to built it into service-oriented one.It can reduce the costs and promote resource utilization and increase rural sport public service initiative.On the other hand,the paper also puts forth such issues as to scientific research project on rural sport public service at different stages and places,the implementation of sophisticated management,the establishment of scientific evaluation mechanism,the implementation of performance management,etc. |
