摘    要:自2001年开始,至2012年暂时中止的我国农村中小学布局调整政策,大概经历了“酝酿——启动——调整——中止”四个阶段。政策的实施提高了包括教育城镇化在内的农村城镇化水平,促进了教育资源的优化配置,形成了集中办学的规模效益,推动了区域内义务教育的均衡发展。同时,该政策也给农村学生、学校以及家庭带来了许多问题与困扰。客观记录这场农村义务教育领域内的“运动式”变革,对于中国,甚至世界都是有意义的。

Abstract:The policy of layout adjustment of rural primary and secondary schools in China was initiated in 2001 and suspended in 2012, and it has gone through four stages, which are incubation, initiation, adjustment and suspension. The implementation of this policy has improved the level of urbanization in rural areas including education, and promoted the optimal allocation of education resources, fulfilled the scale benefits of centralized schooling, and promoted the balance of compulsory education development in the region. At the same time, the policy also brings rural students, schools and fami- lies many problems and trouble. For China, even for world, it is meaningful to objectively record this "campaign-style" change within the field of rural compulsory education.
