| 摘 要： | 首先分析了非营利组织的一般概念和主要特征,进而在理论上论述了政府职能转变与非营利组织发展的关系,以及政府职能转变背景下我国体育管理改革的发展方向.在此基础上提出了我国体育非营利组织健康发展的基本前提、体育非营利组织与政府体育部门、体育企业组织的分隔与重构主要步骤以及我国体育非营利组织社会嵌入的主要途径.
