| 摘 要： | 从最小限制与最大促进、法律程序正当、社会整体利益维护与私人利益兼顾、价值衡量原则;征地制度中公共利益的范围和内容;农地产权制度改革;构建农村集体组织的设想;完善补偿安置机制和公权力在征地制度中公共利益法律界定方面的行使和完善方面提出了"公共利益"在征地制度中的具体安排。
