| 摘 要： | 江泽民极为重视国民素质的提高，把提高国民素质定位为社会主义现代化建设的根本大计，并且在理论上有丰富的创见：坚持与时俱进，科学地提出了新的国民素质结构；紧扣时代发展主题，创造性地提出了国民素质教育的新内容；全面阐述国民素质发展与社会发展的辩证关系，明确提出促进人的全面发展是建设社会主义社会的本质要求。从而形成了具有鲜明时代特征的国民素质思想体系。

| Abstract: | Jiang Zemin pays much attention to enhancing national quality. He considers improving national quality to be a matter of fundamental importance in realizing socialist modernization and has plenty of original ideas in theory. He keeps in step with the times and scientifically establishes the new structure of national quality. He keeps up with the theme of development of the times and creatively points out the new content of national quality education. He expounds all-sidedly the dialectical relationship between the development of national quality and that of the society and puts forward clearly that it is the essential requirement of socialist construction to promote people' s overall development. Therefore , an ideological system for national quality with distrinct epochal features has come into existence. |
