| 摘 要： | 两岸直航的开通对辽宁港口业将产生深远的影响。2009年，国务院批准《辽宁沿海经济带发展规划》，标志辽宁沿海经济带已上升为国家战略，辽宁港口建设和发展已经纳入《辽宁沿海经济带发展规划》。结合辽宁港口建设和发展的实际情况，两岸海空直航对其的影响，探索相关的政策和法律依据以及亟须完善的法规体系。
