| 摘 要： | 我国在计划经济体制下制定的一套完善的高校管理规章已使用了几十年,对我国高等教育的发展起到了推动作用,但这些规章已远不能适应市场经济发展的需要,更不能适应加入WTO后高等教育发展的要求。高等教育是我国教育改革的前沿阵地,高校必须把校规的建设和革新放在重要位置,根据国家的各种规定做出适当的清理和完善,才能避免与国家政策法规可能发生的碰撞,以适应加入WTO高等教育发展的需要。

| Abstract: | The set managerial rules for colleges and universities designed under planned economy have been adopted for several decades,and have pushed the development of high education in our country.However,these rules can no longer satisfy the demands of the economic development,the development of the high education after China's joining WTO in particular.High education is the forefront of the educational reform of China;therefore,the construction and innovation of the rules of colleges and universities should be put at a highly important place,properly clarified and perfected according to various regulations and rules of the country.Only in this way,can it avoid the clash with the national policy and rules and meet the demands of the development of higher education after ours joining WTO. |
