| 摘 要： | 联合国安理会作为联合国的重要机构，对维护世界和平稳定、解决与缓和地区冲突有着重要作用。但随着世界形势的发展，在机构组成、作用和手段、否决权的行使和经费的收缴等方面，安理会正面临严峻考验。这就迫切需要在权衡利弊的基础上进行广泛改革，要采取折中方案，要让各方面都能接受，改革必将成为一场旷日持久的争夺大国地位和更大发言权的激烈争斗。

| Abstract: | The security Council, as an important section of UN, plays a key sole in keeping world peace, relaxing the regional tense and conflicts, but it is facing a rigid test in teams of world influence,the exercise of veto, and the collection of outlay. This is leading to all - around reforms based on compromise, and cousideration of advantage and disadvantage which will evoke a fierce, long term struggle for power and voice in world affairs. |
