| 摘 要： | 在农村环境保护中引入公众参与，不仅是克服市场和政府失灵的理论需要，还是提升农民环保意识和政府决策水平的现实需要。基于农村居民参与环境保护的现实状况，我国应从提高立法层级、培育农民环保组织、建立公众听证、强化信息公开、构建环境公益诉讼等方面进行制度的改进与完善。

| Abstract: | In the procession of rural environment protection, the involving of public participation is not only the requirement for overcoming the market and the government failure,but also the realistic requirement for promoting farmers environmental awareness and the government decision level .Based on the present situation of the rural residents participation into the environmental protection,our nation should take measures to realize institutional improvement and perfection in upgrading the legislative level ,cultivating the environmental organazitions,establishing the heating,strengthening the information disclosure and constructing the environmental interest litigation. |
