| 摘 要： | 辽宁省高校与企业、科研院所协同创新虽取得了巨大成绩,但协同创新的机制障碍依旧存在,主要表现为风险承担机制尚不健全,缺少科学合理的利益分配机制,资源共享机制存在壁垒和校企之间缺乏紧密的沟通交流机制。推动协同创新机制建设的策略是健全政府调控管理机制,建立合理的利益分配机制,建立科学的风险分担机制,建立全面的资源共享机制以及建立长效的校企沟通机制。

| Abstract: | Universities, enterprises and research institutes have achieved great success in collaborative innovation, but the obstacles of mechanism are still in existence. They are mainly embodied as： inadequate risk sharing facilities, imperfect rational benefits distribution system, barriers of resource sharing, lack of close communication between universities and enterprises. The strategies of promoting collaborative innovation are to improve the mechanism of government regulation, to establish reasonable mechanism or b enefi ts dis tri bution , to es ta bli sh ri sk sharing Iacili ties, to es ta bli sh comp rehensi ve mechanism of resource sharing and establish a long-term communication mechanism between universities and enterprises. |
