| Abstract: | In accordance with the economic,political,and cultural realities in the ruling areas at that time,the Khitan rulers of Liao Dynasty carried out the policy of rule based on the customsin bureaucratic establishment,etiquette,law,official election and other aspects,which promoted the economic development,strengthened the national unity and implemented the cultural integration to a certain extent. |
