| 摘 要： | 办好开放大学是《国家中长期教育改革和发展规划纲要》提出的目标和要求，基层电大将转型为国家开放大学的地区学院。本文探讨了基层电大在开放大学体系中的办学定位和任务，指出了目前基层电大存在的问题，分析了问题出现的原因，提出了解决问题的相关策略。

| Abstract: | The National Medium and Long-Term Educational Reform and Development Program demands and targets to run well open universities,and grassroots radio and television universities will be transformed to local colleges of national open university.This paper has discussed the positioning and tasks of grassroots radio and television universities in the Open University system,pointed out the existing problems of grassroots radio and TV universities,and analyzed the causes as well as raised solutions and relevant strategies. |
