| 摘 要： | 实现全面建设小康社会的目标，稳定的社会秩序是全面建设小康社会的前提条件。教育和人才是重要基础。建设的关键在农村和西部。发展经济是首要任务．基本途径是三大文明协调发展，最终落脚点是要提高全国所有人民的生活水平和质量．加强和改进党的建设是根本保障。全面建设小康社会需要继续执行韬光养晦的外交战略。建设一支战无不胜的人民武装是全面建设小康社会的坚强后盾。

| Abstract: | Stable social situation is the precondition to achieve constructing a well-off society, education and talents are the significant base, the key of the construction is the countryside and the western area, developing economy is the initial mission, and the essential approach is the harmonious development of three civilizations, the final footing is to improve the people's living, enhancing and improving the party's construction is the ultimate guarantee, it also needs holding the foreign policy of concealing true intentions, establishing invincible forces is the fortitude supporter. |
