| 摘 要： | 《民办教育促进法》是新中国第一部关于民办教育的法律。立法目的是适应科教兴国战略的需要，促进民办教育的发展。《民办教育促进法》明确了民办教育的性质、地位和作用，较好地处理了对民办教育鼓励支持与规范管理的关系，正确解决了民办教育发展中出现的突出问题。

| Abstract: | s the first law about civilian run education. The aim of making laws is to meet the need of the strategy of making the country thrive by science and education and promoting civilian-run education. This law clearly defines civilian-run education's character, position and action, better handles the relations between supporting and encouraging civilian-run education and normally running it, correctly solves the conspicuous questions happened in the development of civilian-run education. |
