| 摘 要： | 进入新世纪新阶段，世界政治格局和军事态势都发生了深刻变化，国家间的竞争日益呈现出综合化态势。我国的发展面临着机遇和挑战。基于对国内外形势的深刻洞察，党中央提出要开创国防和军队现代化建设的新局面，在全面建设小康社会的进程中实现富国与强军的统一，这为今后我国的发展建设指明了方向，具有划时代的意义。

| Abstract: | At this new stage in the new century, the political patterns of the world and military situation have undergone profound changes. While the competitiveness between countries has increasingly shown a comprehensive trend, the development of our country has faced with many new opportunities and challenges. Based on the great insight into domestic and international situations, the Central Committee of CPC proposed to open up new prospects for modernition of national defense and the armed forces by malting our country prosperous and our armed forces powerful while building a moderately prosperous society in all respects. In the possession of the epoch - making significance, this proposition points out the direction of development and construction of our eountry. |
